Poor Ex-Chief Inspector Dreyfus has finally had it with his clumsy and stupid sidekick, Inspector Jacques Clouseau, and goes quite insane, transforming himself into a master criminal. Dreyfus kidnaps the creator of a death ray and threatens to unleash the devilish device, indiscriminately, unless Clouseau is offered up as "sacrifice."
